871 - add parsl - should switch ci_hsc to use bps to test it .. also no build test run envs . No objection - board recommend and it will be in 5.0.0.

869 everyone wants it but needs some tome to sort out - 5.0.0 could be possible. Could put PARSL in dev as well since Rubin do not use in prod (HSC do though) - need a container suitable for building. Escalated and recommended. Still some though needed on the implementation.
