Increase limits and swap space for qserv pdac

It's proposed that we make the following changes to the PDAC qserv nodes:

Swap space set to 10 time real system memory. 
Max user process set to 32,000.
File descriptor limit 32,000.

This was stalled awaiting answers to Andy's questions. Is this still needed? There seems to be some debate, especially about swap.
