23.0.3 - one ticket merged to main but needs a back port

Yusra running Jenkins now

Pipedrivers .. backport from Tim - there were not really 30 commits. This release is mainly driven by HSC PDR4, though there will probably be more fixes for that.

35081,82 - open for possible backport - makes the graph readlng easier (especially older repos). Yusra agrees to backporting these for 24.0.0.

_validateGalsiomInterpolant – Yusra supports .

Who does backport? - original ticket originator - if it's easy Mathias or TIm can do it but more complex  issues may require original implementer.  Mathias will do the "easy" ones - Freds need to be done in order.. quantum graphs also ..  SciPy and AFW all ok ..

RFC-832 - Getting issue details... STATUS : summit utils and sitcom  be added to RSP and TS containers - Adam does not want EUPS installs in the RSP container. Multiple containers seems like potentially the correct approach (Jim). Problem is these summit packages should be in USDF. There is only one RSP container. Steve - had to patch the T&S container to put in a fix for butler would be good to be able to rev the T&S container to use most recent stack (we need a procedure). LSST-SITCOM container will be built by KT and RSP and T&S should use that as base.
