Design documents updates

Status of work in updating technical baseline documents in collection-2511, including conversion of format.

Jonathan Sick did conversion. Kian-Tat Lim reviewing, also looking at Middleware document, should remove content that was prototype oriented. Jim Bosch is working on applications document, updating selected areas (e.g. deblending) and working on outline for remaining changes. NCSA creating good new content that can go into Middleware and Infrastructure documents, as well as possible new document (System Operations and Deployment, replace LDM-230) in November or later. Tim Jenness has been going through DMSR and annotating, looking at traceability up and down, about 1/3 done. Will get initial review by Gregory Dubois-Felsmann and Kian-Tat Lim. Will need review by Mario Juric.

Unknown User (ciardi) to discuss planned update to Data Access White Paper. Needed to understand what resources are available from standpoint of SUI and level that we need to enable data access. Read document, but no changes proposed yet, triggered lots of questions. Did put together a few slides about questions: no discussions about images, access policy doesn't address international partners, alerts are public but not associated data. Donald Petravick says this has lots of overlap with TOWG operational constraints, needs to be coordinated. Will identify people in NCSA to bring on board to collaborate with Unknown User (ciardi) (have budget to do so). DES "only" makes measurements, does not "support science" like LSST. This is ambitious and tricky. Jeff Kantor suggests RFD to go over slides and carry on discussion. This content needs to be baked into the baseline and ultimately made into project-level policy and DM requirements. (Unknown User (ciardi): I have edited the confluence page for the Data Access Policy Documents and included a pdf of some summary slides - slides intended to invoke questions and discussions )

Held meeting 20150929 9am PT with T/CAMs and Kevin Long, published schedule and resource loading, needed to adjust "generic" resource labor rates (e.g. LSC-xxx) to better match actual rates we are being charged. There will be more adjustments next month, but this will not significantly affect W16 plan, only later planning packages.
